Is this some new, terrifying version of The Hum?

Half an hour ago ago, I was trying to sleep. But the window was open and I kept hearing SOMETHING outside, but I couldn't pin it down, exactly. It was freaking me out, though, so I decided to record it. This is what I got:

An overview:

This was not taken in my normal residence. I am on holiday right now, and this area is completely new to me. I do know, however, that there is no construction in the vicinity, and that the neighborhood was pretty damn quiet up until this incident.

The video starts with me looking out an open window, through the mesh screen. I apologise for the shaky and poor quality, it was taken on Snapchat for my friends, but I figured people who deal with this regularly might be able to help, too. There isn't much to see, anyway, since it's pitch black out.

From about 0:05 to 0:09, there's something akin to someone muttering "what the fuck" twice. I know for a fact I was silent (fear does that to me oops) but it may have been my fingers on my phone making that noise. I don't know.

At 0:15 the hum/ring starts up very quietly. At 0:29, it is completely audible at any volume setting (for me, at least). Then there's the part I'm most concerned about.

At 0:43, someone or something starts sobbing. It sounded human, but hell if I'm gonna guess what it is. After the initial sob, it turns into a soft screaming. At 0:46, metallic noises can be heard, almost as if whatever was crying suddenly turned into a machine.

I thought this was The Hum, at first, but the sobbing and screaming got me. I'm still freaking out, to be honest. What does it sound like to you? Any advice? Similar encounters?
